What the 32 in a bra size means
The band number is your underbust rounded up to an even number, plus four inches. Measure 27 and the chart rounds you to 28 before adding four; measure 26 and a half and the same thing happens. Both land on a 32 band.
Notice the direction of that rounding. It always goes up, never down. Someone who measures 26 and a half and calls it 26 has put themselves in a 30 band the chart never assigned them, and that single shaved half inch is one of the commonest sizing errors there is.

32B or 32C: the working, in full
This pair is the most contested boundary on the band, so here is the entire calculation.
Say your underbust is 27 inches and your bust is 34. The band: 27 rounds up to 28, plus four, gives 32. The letter: 34 minus 32 leaves a difference of exactly 2 inches. B covers a difference of one to two; C covers two to three; the border between them is the number two, and the chart resolves borders upward. A difference of exactly two inches is a 32C.
For the same underbust and a bust of 33, the difference is 1 inch, which sits safely inside B. So on this band, one inch of bust is the entire distance between the two sizes, and a tape measure held slightly loose or slightly tight crosses it easily. Measure twice, and when the answer lands on the line or keeps wavering across it, take the C. Why the mistakes cluster at the boundary
Two habits push people one size below their measurement. The first is shaving: reading 27 and a half as 27, or a two inch difference as "about one and a half". Each shave feels harmless and each one crosses a line, because the chart's bands sit two inches apart and its letters one inch apart. There is not much room between lines for an error to hide.
The second is that downward errors are quiet. A cup one size too big gapes visibly and gets returned. A cup one size too small just digs, and digging gets tolerated for months. So upward mistakes correct themselves and downward mistakes persist, which is why the standing advice for this band is the same as the chart's own rule: in doubt, go up.
When every 32 feels wrong the same way
The four letters share one grip, so if a 32 rides up or digs in at one letter, it will do the same at all four. That is a band problem, and band problems are solved on the neighbouring bands, 30 and 34, with the letter moving the opposite way to hold the cup level.
Rides up: go down, so a 32B becomes a 30C. Digs in: go up, so a 32C becomes a 34B. The one gap is at 32D, whose band-down sister is a 30E that Indian rails rarely stock; from there the workable move is up to a 34C when the band digs, and a firmer 32 when it rides.
