A 36 bra size means a band cut for an underbust of about 31 to 32 inches. That is half a size: until a cup letter joins it, it says nothing about the bust at all.

What the 36 in a bra size means
On Indian sizing the band number is your underbust rounded up to an even number, with four inches added. Measure 31 inches under the bust and the chart rounds you to 32, adds four and hands you a 36.
So the number is not your bust, and it is not your ribcage either. Nobody with a 36 inch ribcage wears a 36 band; the people who wear one measure 31 to 32 underneath. The number is an artefact of the arithmetic, which is worth knowing purely so you stop reading meaning into it.
UK and US charts build the band without the plus-four, so a 36 band here is a 32 there, and about a 70 in EU sizing. Cup-by-cup equivalents are in the bra size converter.
Is 36 a big bra size?
The question usually means "is the bust big", and a band number cannot answer that, because it describes the frame the bust sits on rather than the bust.
A 36 band fits a ribcage of 31 to 32 inches: wider than the middle of the Indian range, well short of its top. The bust depends entirely on the letter. A 36A and a 36D share this band and differ by three inches of bust, so the number alone leaves the question open, and anyone who answers it without asking your letter is guessing.

36A pairs the wide band with the shallowest cup, a combination shops stock far less often than people measure it.
36B is the size where the number reads large and the letter reads small, and both readings mislead in opposite directions.

36B or 36C: where the boundary falls
One inch of difference separates them. B covers a difference of one to two inches, C covers two to three, and the border between them is the number two.
The chart resolves borders upward. A difference of exactly two inches is a 36C, not a 36B. The same applies when your tape will not settle: if repeated measuring keeps landing between the two, take the C. A cup with slight room in it wears fine; a cup you overflow does not wear at all.
The same band in every letter
All four sizes grip your ribcage identically, because the letter changes the cup and touches nothing else. This is the most useful diagnostic on the band. If your 36B digs in, a 36C and a 36D will dig in exactly as much. If it rides up, they will all ride up.
A band problem therefore has band solutions, and they live on the neighbouring bands, 34 and 38. Move down a band and up a letter when the band rides up: a 36C becomes a 34D with the cup roughly level. Move up a band and down a letter when it digs in: the same 36C becomes a 38B. Volume is preserved both ways; only the grip changes.
What is 36 bra size in cm?
A 36 band fits an underbust of 79 to 81 centimetres. The bust runs from 91 to 94 cm at a 36A up to 99 to 102 cm at a 36D.
The 36 itself is not a centimetre figure, and as covered above it is not a plain inch measurement of you either. If you measure in centimetres, use the two ranges here rather than converting the band number, which was never a body measurement to begin with.
When the outfit takes the band away
All of the above assumes the outfit leaves room for a band, and plenty do not: backless blouses, halter necks, deep V necklines, low saree drapes.
