A 38C is a 38 band with a C cup: an underbust of about 33 to 34 inches, and a bust two to three inches larger. It is also a small luxury on an Indian rail, because both of its sister sizes are sizes you can actually buy.

What a 38C measures
Indian band sizing adds four inches to your underbust after rounding it up to an even number, so a 38 band is cut for an underbust of about 33 to 34 inches.
The letter is the difference between bust and band. C is two to three inches.

Is 38C bigger than 36C?
Yes, in both dimensions. The band is cut for an underbust two inches larger, and the cup grows with it, because a letter is measured against its own band. A C on a 38 wraps a bust of 40 to 41 inches; a C on a 36 wraps 38 to 39. Same letter, different garment.
The practical consequence runs the other way too: if you want a firmer band without losing cup room, the same letter on a smaller band is not the swap. The swaps that preserve volume are the sisters below.
Two sisters, both on the shelf
Move the band one step and the letter the opposite way, and the cup volume stays roughly level:
40B ← 38C → 36D
For most sizes near the top of the chart, at least one of those directions points at something no Indian shop carries. A 38C gets both. That makes it the best size there is for learning to choose by band feel rather than letter loyalty, because nothing is forcing your hand.
Letter loyalty is the habit worth dropping. Moving from a C to a B or a D feels like a statement about your body. It is not. The letter is a difference between two tape measurements, and in a sister swap the cup volume barely moves, so the letter change is bookkeeping. The band is the part of the bra doing the work, so band feel is the honest tiebreaker.
In a fitting room:
- Band rides up at the back, cup fits: go down to 36D
- Band comfortable, spilling over the top: stay on 38 and go up to 38D
- Band digs in or leaves deep marks, cup fits: go up to 40B

The two-finger band test
Deciding between those directions takes one check. Fasten the bra on the loosest hook and slide two fingers, held flat, under the band at your spine.
If they just fit, snug against the band with no room to spare, the band is right and any remaining problem lives in the cup. If the fingers slide in loosely, or you could fit more than two, the band is not gripping and will ride up as the day goes on: that is the 36D direction. If you have to force the fingers in at all, the band is tight for your ribcage: that is the 40B direction.
Run the test on the loosest hook every time. A new bra should fit there, so the tighter hooks remain in reserve for when the band stretches with wear.
When the outfit takes the band away
A band this wide is visible under fitted clothing, and plenty of necklines remove it altogether: backless blouses, halter necks, deep V cuts, low saree drapes.
A strapless adhesive bra holds a moulded shape on skin with no band and no straps, and it is made in 38C. At two to three inches of difference the adhesive copes well, provided the skin is clean, completely dry and free of moisturiser, and you press the whole edge rather than just the centre.
