What the 38 in a bra size means
Indian sizing rounds your underbust up to an even number and adds four inches, so a 38 band belongs to an underbust of about 33 to 34 inches. Indian ranges commonly run to a 44 band, which puts 38 wide of centre rather than anywhere near the end.

The cup-letter disguise
A loose band produces cup symptoms, and on a 38 the weight involved makes the illusion convincing.
Here is the mechanism. A band with too much give rides up at the back, which pivots the cups down and away at the front. Tissue settles lower than the cup was cut for, the top edge cuts in, and you appear to be spilling out of a letter that matches your tape measurements exactly. The instinct is to go up a letter. The bigger cup sits on the same loose band, settles the same way, and a size later the cycle repeats.
Gaping runs the same trick in reverse: a band that has crept up leaves the cup tilted off the chest, open at the top, looking too big when it is not. In both cases the letter is innocent. The band did it.
Check the band before you change the letter
Fasten the bra on the loosest hook and stand side-on to a mirror. The band should sit level, parallel to the floor front and back, not rising towards your shoulder blades. Then pull it away from your back: more than about an inch of give means it is not gripping.
Only once the band passes those two checks is the cup worth judging, and then the judgement is simple. Gaping at the top edge with a level band means a letter down. Spilling with a level band means a letter up. A cup verdict reached with a failed band tells you nothing except that the band failed.
Sister sizes on and off the shelf
Sister sizes for this band live on 36 and 40, letter moving opposite to band, and the availability is unusually kind in one direction. Going up, everything is stocked: a 38B becomes a 40A, a 38C a 40B, a 38D a 40C. So when a 38 band digs in, there is always a buyable answer.
Going down is patchier. A 38B becomes a 36C and a 38C a 36D, both stocked, but a 38D's band-down sister is a 36E that Indian rails rarely carry, and a 38A has only one sister in total, the 36B, because there is no letter below A.
