A 28D puts a bust of 31 to 32 inches over an underbust of 23 to 24. The numbers contradict nothing. They only look odd through the assumption that a narrow ribcage promises a shallow cup, and this is the size that disproves that assumption hardest.

What a 28D measures

The band is the underbust rounded up to an even number, plus four. The letter counts the inches between bust and band number, and three to four of them is a D. Take both measurements over bare skin, tape level, and round nothing until the end. The two figures are worked out separately because they measure separate things.
On UK and US charts, which use the underbust itself as the band, the same body is a 24F and a US 24G; EU charts call it a 50G. The bra size converter lines up all four systems.
How does a 28 band end up with a D cup?
Because the band never promised anything about the cup. One number records ribcage circumference, the other records a difference, and they move independently. Every combination of the two is simply a body.
For scale: a 28D bust measures 31 to 32 inches around, which is less than the 37 to 38 inches a 36B carries. The letter that sounds big belongs to the smaller bust, because letters are relative and absolute size lives with the band. A slim frame with a full bust is not an exotic build. It is one square on a grid, no stranger than any other square.

- The usual case, no 28 band anywhere: wear 30C on its tightest hooks, and have the band taken in if it rides up.
- Spilling on a 28 you own: the chart offers 28E, and 28E's own stocked sister is 30D.
- Band digging in: 26E on paper; in practice nobody stocks it, and a softer 28 or an alteration is the real fix.

The weight the band has to carry
A three to four inch difference has real weight behind it, and in any bra the band does most of the carrying. This is why the loose-band cost of the 30C swap deserves more respect here than at shallower letters: a band cut two inches roomier than your ribcage passes work to the straps, and straps answer with grooves in your shoulders by evening. If you take the 30C route in a hooked bra, take the alteration seriously as well. It is the difference between wearing the sister size and merely owning it.
On adhesive products the band question disappears and a different honesty applies: adhesion asks more of itself as volume grows. Firm pressure along the entire edge. Applied that way it holds; applied over fresh body lotion it will not, at any size, and the margin narrows as cups deepen.

In practice it is usually worn as 30C, the stocked sister, with the band tightened or altered, because a cup this deep needs the band doing its full share.
