The numbers on a 28C
The band comes from rounding the underbust up to an even figure and adding four, which turns 23 to 24 inches into 28. The letter is the difference between bust and band number, and two to three inches is a C. A difference that lands exactly on two inches counts as C rather than B, because the chart resolves boundaries upward. Measure both over bare skin with the tape level; a padded bra under the tape quietly inflates the second number.

Is a C cup big on a 28 band?
A letter quoted without its band is half a size, and the less useful half. C means a two to three inch difference wherever it appears, and a different amount of breast everywhere it appears. On a 28 band that difference belongs to a bust of 30 to 31 inches; on a 34 band the identical letter belongs to a bust of 36 to 37. So no, a 28C is not big in absolute terms. It is simply deeper than the small band leads people to assume.
The relativity cuts the other way too. A 34C bought as a stand-in will gape, because its cup was cut for a bust six inches bigger than yours. Same letter, wrong size entirely.
Which sister size should you try?
30B ← 28C → 26D
Band up with the letter down on the left, band down with the letter up on the right, cup volume held roughly steady across all three. 26D is honest arithmetic with nowhere to buy it. 30B is on shelves, including ours, and it is how most people who measure 28C actually shop. Making the 30B swap work
A 30 band expects an underbust of 25 to 26 inches, so on a 23 to 24 inch ribcage it runs loose. The tightest hooks are the first fix. A shortened band is the second, and worth doing properly, because the band is the part of any bra that carries weight; at a C-depth cup the stakes are moderate, and an altered band settles them. Elastic also relaxes over months of wear, so a swap that felt secure when new will need the alteration eventually even if it did not need it on day one.
