What does a 28 band mean?
The band number is arithmetic: underbust rounded up to an even number, plus four. Measure 23 to 24 inches (58 to 61 centimetres) under the bust and you land on 28. That is the entire meaning. A band records the ribcage and says nothing about the bust above it; the four letters exist to say the rest.
It is worth stating plainly, because the empty shelves imply otherwise: a 23 to 24 inch underbust is an ordinary adult measurement, found across every age group and build. The scarcity of the size is a fact about shops.
UK and US charts build the band without the plus-four, so a 28 band here is a 24 there, and about a 50 in EU sizing. Cup-by-cup equivalents are in the bra size converter.
The four cups on a 28 band
To place yourself, measure snug under the bust and then around the fullest point, both over bare skin. Subtract 28 from the bust figure and read the letter off the difference; a result that lands exactly on a boundary takes the higher letter, so a difference of exactly two inches is a 28C, not a 28B.

28A is the zero to one inch difference and the odd one out: no letter sits below A, so it is the only size on the band with no band-up sister. Its lone sister, 26B, is scarcer than the 28 itself.
28B, at one to two inches, is the band's fortunate size. Its sister 30A is where most stocked ranges begin, ours included.
28C carries two to three inches of difference and swaps cleanly into 30B.
28D carries three to four. It is the size that breaks the small-band-small-cup assumption hardest, and it swaps into 30C.
What size is 28 in S, M and L terms?
It does not have one, and the reason is instructive. Letter sizing compresses two measurements into a single number, and the band is the information it throws away. A 28D and a 30B share a bust measurement of 31 to 32 inches and are still different sizes, because the ribcages underneath differ; a single-letter label cannot tell them apart, and a bra fitted to the wrong one of the two will not work. When a garment is sized S to XL, a swim top or a bodysuit, ignore your bra letters and use that garment's own chart with your two measurements.
Why do shops not stock 28 bands?
Ranges are production decisions. A label projects what will sell, cuts those sizes, and trims the ends of the chart; in India the range usually opens at 30 or 32. That is an inventory choice, and it encodes nothing about bodies. Its effect on a 28-band wearer is real all the same: the correct size is absent, the nearest one present is loose at the band by design, and nobody behind the counter mentions the difference.
The band-up sister strategy
The route around the empty shelf runs through sister sizes: band up one step, letter down one step, cup volume roughly held. On this band that means 28B wears 30A, 28C wears 30B, and 28D wears 30C. All three targets are made and stocked as a matter of course, which is exactly their value. The swap's cost is band tension. A 30 band is cut for an underbust of 25 to 26 inches, two inches more than yours, so it arrives loose: fasten it on the tightest hooks from the first wear and let a tailor take it in if it still rides up. The cost disappears on anything fitted by cup volume rather than band, which is why adhesive cups in the 30 sizes fit 28-band wearers without compromise; there is no band to be loose.
