On the standard Indian chart the smallest bra size is 28A: a 23 to 24 inch underbust with a bust no more than an inch over the band number. The arithmetic can produce smaller bands, and some charts print them, but production mostly starts at 28, so 28A is where the buyable scale begins.

What does "smallest" mean in a bra size?
A bra size is small along two separate axes. The band measures your ribcage; the cup letter measures how far your bust stands off the band number. A size can be small on one axis and not the other: a 28D shares its band with a 28A and almost nothing else about its fit. Asking for the smallest cup gives a different answer again: A is the smallest letter, and it sits on every band up to 40, so an A cup alone does not make a size small. So "the smallest bra size" properly means smallest on both axes at once, the narrowest made band carrying the smallest letter, and on the Indian chart that is 28A. A 23 to 24 inch underbust is an ordinary adult measurement, and the 28A guide treats the size in full: fit, availability and what to do about both.
Below it the arithmetic keeps going. A 26 band would fit a 21 to 22 inch underbust (53 to 56 cm), and some size charts list it. Almost nobody manufactures it, which is why 28 is the honest floor of the chart rather than the mathematical one.
Why do some labels say AA?
AA belongs to sizing conventions that count their letters differently. On the Indian chart, A is the bottom step and covers a difference of zero to one inch; no letter sits below it. A 28AA on an imported label does not describe a body smaller than our chart can measure. It is the same kind of body run through different arithmetic, which hands back a different name: same measurements, different label. Can you actually buy a 28A?
Rarely from a shelf, and that is retail rather than anatomy. Most Indian rails start their bands at 30 or 32, and the escape route that rescues other scarce sizes fails here. A sister size trades band against letter, but a 28A has no band-up sister, because no letter sits below A, and its band-down sister, 26B (unstocked), is a size that in practice does not exist. With no swap available, adjustment beats substitution: a 30 band worn on its tightest hooks, or taken in by a tailor, fits better than any amount of letter juggling.
For outfits, the small end of the chart is where covers do their most complete work. Our adhesive bra grid starts at 30A, which honestly leaves a 28A outside it. At this size they are the better tool rather than the fallback.
