Bust size is the distance around your chest at its fullest point, measured with a tape held level all the way round. That is the whole definition. It is a single number in inches or centimetres, and on its own it tells you the size of a blouse or a dress. It does not tell you a bra size, which is where most of the confusion about the word comes from.
What does bust size actually measure?
The circumference of your torso at the fullest part of the breast, usually across the nipple line. Stand normally, wear nothing on top or a thin unpadded bra, and keep the tape flat against the body without pulling it tight. Breathe as you would normally. If the tape dips at the back or rides up under the arm, the number comes out small, which is the most common measuring mistake.
In centimetres, divide by 2.54 to get inches. A 91 cm bust is a 36. An 86 cm bust is a 34, and 81 cm is a 32. Clothing charts in India list this number as "bust" or "chest", and it is the same measurement either way.
Is bust size the same as bra size?
No, and this is the part worth reading twice. A bra size has two parts, a band number and a cup letter, and the bust measurement contributes to only one of them. The band comes from your underbust, the measurement around the ribcage just below the breast. The cup letter is the gap between the two.
On Indian sizing, the band is the underbust rounded up to an even number with four added. The cup is the bust minus that band, one letter per inch, starting at A for no difference. Three women with a 36-inch bust can land on three different sizes:

Same bust, three bodies, and the bra size moves by two bands and four letters. This is why a shop assistant who asks only for your bust size is guessing, and why the bra size calculator asks for both numbers before it will give you anything.
The reverse confusion happens too. "34 bra size" and "34 bust" are different things: a 34 band on Indian sizing is cut for a 30-inch underbust, and the bust of someone wearing it could be anywhere from 34 to 39 inches depending on the cup. The bra size chart lays the whole grid out.
Is bust size the same as blouse size?
Here the answer is closer to yes. Ready-made saree blouses in India are sized by bust measurement in inches, so a 36 blouse is cut for a 36-inch bust. A tailor works from the same number plus a few others, and dress and kurti charts list bust alongside waist and hip. So the one measurement does double duty: it picks your blouse directly, and it picks your bra only once you pair it with the underbust.
The practical result is that a woman can wear a 36 blouse and a 34C bra with no contradiction, because the 36 describes her chest and the 34 describes her ribcage.
Does bust size say anything about cup size?
Not by itself. A cup letter is a difference, not a volume, so a large bust with a large ribcage can be an A, and a small bust on a narrow frame can be a D. People who assume a 38 bust must mean a big cup are often surprised to calculate a 38A, which is a perfectly ordinary size and fits exactly as the maths says it will. What a C cup means and what a D cup means go through the same logic letter by letter.
Why does the measurement matter for adhesive products?
Because the range here is sized three different ways, and the bust alone picks none of them. The strapless adhesive bra is a pair of moulded silicone cups with a clasp between them, sized like a bra from 30A to 40D, so it needs the band and the cup. The butterfly stick-on bra is sized by cup letter alone, A-B, C or D-D++, so it needs the difference rather than either raw measurement. Reusable nipple covers are sized by diameter, 8, 10 or 13 cm, which the product page maps to cup letters.
