A one piece dress is one garment doing the job of a top and a bottom, which means it carries both sets of problems at once. The top half raises the bra question, the bottom half raises the shorts question, and the fabric runs through both. People who find dresses awkward are usually trying to solve all three with one purchase. They are three decisions, and each has a short answer.
Which bra does the neckline need?
The neckline, not the dress, decides this. A round or high neck with ordinary straps takes any bra you own, and the only thing worth checking is that the band does not print through a fitted back. From there, every cut removes one of the places a bra hides.

The pattern across all of them is the same. Does the fabric need a layer?
Only if it is thin, and then it always does, whatever the length. A single layer of viscose, rayon, thin cotton or chiffon looks solid indoors and turns into a silhouette in daylight, because outdoor light comes from behind you as often as in front and passes straight through. A lined dress needs nothing here. An unlined one in a light fabric needs a smooth layer over the hip and thigh where the light comes through, in your own skin tone under pale colours and black under dark. Does the length need shorts?
Two reasons to wear them, and the length decides which.
Short dresses need coverage. Sitting, stairs and wind each show more than the hem promises, so a pair of shorts that ends well above the hem is the difference between a dress you can move in and one you spend the day holding down. Do you need shapewear under a one piece?
Usually not, and it is worth being clear about when you do. A loose or flowing dress has nothing for compression to smooth, so a bodysuit under it buys heat and nothing else.
